This inquiry is confidential and will be used by the Board of Review in making a final decision of this boy's worthiness to become an Eagle Scout.
The qualifications of a boy to become an Eagle Scout are more than just the acts which he performs to earn merit badges. Each boy must meet spiritual, leadership, citizenship, and personal fitness requirements. These are in many ways more important than the passing of tests. To qualify for the rank of Eagle Scout, this boy should be outstanding among his age group.
